The elicense.kz portal offers the public service for issuing consent for transactions with property used for the provision of a regulated service of access railway tracks.

This process is aimed at ensuring transparency and legality of transactions with property used by natural monopoly entities in the provision of regulated services, including services for the maintenance of access railway tracks.

The automation of the service helps prevent cases of unjustified alienation or transfer of significant infrastructure facilities, which, in turn, contributes to maintaining the quality and accessibility of regulated services for consumers.

This ensures government control over the management of key assets used for the provision of regulated services in the field of access railway tracks. This helps to:

1. maintain the stability and accessibility of regulated services;
2. prevent abuses and possible monopolization of infrastructure;
3. protect the interests of consumers and businesses.
