In this regard, an automated public service called “ Issuance of a permit for installation, commissioning and maintenance of fire automation systems ” has been implemented on the elicense.kz portal.
To obtain the permit, it is required to have at least three specialists on staff with an electrical safety clearance of no lower than group III. They must also have either a relevant higher technical education (with at least 3 years of experience) or technical and vocational education (with at least 5 years of experience) in the fields of fire safety, automation, or electrical engineering. Additionally, the organization must have its own or leased premises and measuring instruments owned by the organization.

According to the Regulation on the unified procedure for veterinary control (supervision) at the customs border of the Eurasian Economic Union and on its customs territory, approved by Decision No. 317 of the Commission of the Eurasian Economic Union as of June 18, 2010, a state service for issuing veterinary permits for the export, import and transit of movable (transported) objects has been launched on the elicense.kz portal. This takes into account the assessment of the epizootic situation in the Republic of Kazakhstan and is the result of the integration of the "e-Agriculture" Unified Automated Management System of the Agro-Industrial Complex of the Republic of Kazakhstan of the Ministry of Agriculture of the Republic of Kazakhstan with the “e-Licensing” state database.
A permit is issued by an authorized body and is intended to control the movement of animals and products of animal origin across the state border, such as:
-live farm and domestic animals;
-breeding material (seed, embryos);
-meat and meat products;
-dairy products;
-fish and fish products;
-beekeeping products;
-feed and feed additives;
-raw materials of animal origin;
-biologics and veterinary drugs.
The availability of a permit document confirms that there are no dangerous infectious animal diseases in the country/region of origin and that the transported objects comply with the veterinary requirements of the Republic of Kazakhstan and their import, export or transit will not pose a threat to the epizootic well-being of the country.

In the Republic of Kazakhstan, a mandatory notification procedure has been introduced for the commencement and termination of passenger and baggage transportation by taxi. Pursuant to the Law of the Republic of Kazakhstan “On Automobile Transport” and the Law “On Permits and Notifications”, individual entrepreneurs and legal entities are required, prior to commencing taxi transportation activities, to submit a notification to the authorized government agency via the elicense.kz portal.
As part of the update of legislative requirements, the notification procedure has also been extended to individuals engaged in self-employment. Thus, self-employed citizens providing taxi transportation services for passengers and baggage are required to submit a notification on the commencement of activities on the same basis as other business entities.
The notification on commencement of activities must be submitted by all the persons who actually provide passenger and baggage transportation using passenger vehicles, including those operating through online platforms and mobile applications. At the same time, persons who do not themselves carry out transportation activities but merely provide vehicles for rent are not considered carriers and are therefore not subject to this requirements.
Upon termination of taxi transportation activities, the applicant must submit a notification on the termination of activities. This is required to remove the relevant information from the state register and to avoid potential legal and administrative consequences.
Additionally, it should be noted that changes in tax regimes and the development of digital platforms do not eliminate the established notification procedure. Regardless of the applicable tax regime, the provision of taxi transportation services for passengers and baggage without submitting the relevant notification is not permitted.
An automated public service “Issuance of a compliance certificate for firesafety requirements” has been implemented on the elicense.kz portal.
The new service provides for the mandatory obtainment of a compliancecertificate priorto the acceptanceand commissioning ofcapital constructionfacilities. The requirement applies to facilities intended for mass occupancy, aswell as to buildings with a height exceeding 28 meters.
The certificate of compliance of a facility with fire safety requirements isissued by territorial civil protection authorities based on the results of a fire andtechnical inspection of a completed facility of the relevant category.

In Kazakhstan, the “Green Corridor” mechanism is used to fast-track and prioritize the delivery of public services for investment projects. The functionality is implemented within the “e-Licensing” information system and is used in interactions between investors and government agencies. The solution was launched on June 7, 2025.
The mechanism applies to investment projects that meet the established criteria, including investment volume parameters. The full list of criteria is available in the Rules for the organization of the “one-stop shop” for investors.
It enables public services to be obtained within shorter timeframes through the priority review of applications by government agencies.
The approach is implemented digitally through the “e-Licensing” platform and forms part of the state policy to enhance the investment climate and implement the one-stop shop principle for investors.
The mechanism covers more than 400 public services in the “e-Licensing” system. Following the assignment of “Green Corridor” participant status to an investment project, applications are considered on a priority and accelerated basis, with the investor application submission process remaining unchanged.
"The implementation of the “Green Corridor” mechanism is part of a systematic effort to create a comfortable and investor-friendly investment climate. It makes it possible to consolidate project support and embed the one-stop shop principle within digital public services. To date, more than 4.700 public services have been delivered under the mechanism via the elicense.kz platform” said Aigerim Yerlan, Deputy Chairperson of the Public Services Committee under the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan.
The system features a dedicated visual indicator for government agencies. In the list of applications, a marker confirming “Green Corridor” participant status is displayed next to the applicant’s identification code number. This allows such applications to be promptly identified during the review process.
The support of investment projects based on the one-stop shop principle is provided via the National Digital Investment Platform (NDIP). The use of the NDIP in combination with the “Green Corridor” functionality ensures end-to-end digital support for investment projects. This helps establish a unified and predictable review process for such project-related applications within existing public services.
The eLicense.kz portal has launched the capability to obtain the public service for issuing a sanitary and epidemiological statement on the compliance of facilities of high epidemiological significance with regulatory legal acts in the field of sanitary and epidemiological welfare of the population at the facilities of the internal affairs bodies of the Republic of Kazakhstan.
A sanitary and epidemiological statement (SES) is an official document certifying the compliance of a facility, activity, product, or project with current sanitary and epidemiological requirements and regulations, ensuring the protection of public health and the environment.
With regard to the facilities of the internal affairs bodies, SES certifies that the premises meet sanitary requirements and ensure safety for staff and visitors. This document is mandatory for facilities of high epidemiological significance under the authority of the Ministry of Internal Affairs of the Republic of Kazakhstan.
These include police departments, local police stations, training units, shooting ranges and training complexes, barracks, and other premises where law- enforcement officers perform their duties.

A legal entity, after carrying out the import (export) of controlled substances, shall submit a report on the actual import (export) to the Committee for Combating Drug Crimes of the Ministry of Internal Affairs of the Republic of Kazakhstan within 5 working days.
Previously, this report was submitted to the Committee in scanned form. Currently, users are no longer required to scan documents.
For the convenience of report submission, a structured data entry form has been developed, where all necessary information can be filled in.

If you have changed your surname or the name on your certificate of individual entrepreneurship, or if you have changed the name of a legal entity, you no longer need to apply for permit renewal through the eLicense.kz portal. It is enough to confirm the SMS you have received from 1414.
Once confirmed, environmental impact permits for Category I and II facilities will be automatically reissued and made available in your personal account.
On the elicense.kz portal changes have been made to the process of issuing a diploma to ship commanders.
According to the updated regulations, individuals can now receive a professional diploma or its duplicate in electronic format.
The electronic document is generated automatically and is available in the eGov mobile e-government mobile application, in the «Digital Documents» section. This simplifies access to important identification documents and contributes to the digitalization of public services.
Previously, a personal request and a paper copy were required to obtain a duplicate diploma. The innovation will significantly save applicants' time and reduce the administrative burden.
On the www.elicense.kz portal, the capability of automatic license renewal in the field of jurisprudence has been implemented. Notaries, lawyers, private bailiffs and forensic experts can now renew their licenses and appendices thereto within 5 minutes. Previously, this process took up to three working days, including submitting an application, attaching the necessary documents and waiting for their verification. Thanks to optimization, the renewal of licenses has become much faster and more convenient.
